Rule 1. Scope; construction
These rules govern the practice and procedure in the territorial court.
They are intended to provide for the just determination of causes coming within
the jurisdiction of the court. They shall be liberally construed to secure
simplicity and uniformity in procedure, fairness in administration and the
elimination of unjustifiable expense and delay.
Under Act of Congress authorizing United States District Court of the
Virgin Islands to draft rules of procedure for the inferior courts of the
Virgin Islands, the Municipal Court Rules (now Territorial Court Rules),
drafted by District Court, must be taken to have the force of law. Tonkin v.
Michael, D.C.V.I. 1972, 9 V.I. 172.
