
The Office of Property and Procurement falls under the direction of the Court
Administrator. It was established in accordance with 4 V.I. Code Ann. § 92, to
assist the Court Administrator to adequately perform the mandated obligations of the
office relative to securing, purchasing, exchanging and distributing equipment and
supplies for the personnel of the Superior Court.
The guidelines for the procurement and sale of all supplies, materials, equipment and
contractual services needed by the Government of the United States Virgin Islands are
codified in 31 V.I. Code Ann.; however, 31 V.I. Code Ann. § 232 exempts the Superior
Court of the Virgin Islands from its provisions. Therefore, the Court is responsible
for the establishment of its own procurement policies.
In order to secure the best prices and services in the most expedient manner,
procedures are established for the Superior Court of the Virgin Islands that whenever
appropriate or necessary the Court’s procurement procedure are similar to those
devised by the Virgin Islands Department of Property and Procurement. This reflects
the reality that under certain conditions and circumstances, the Superior Court must
rely on the expertise of that department in matters of procurement and sale. In
general, however, the guidelines incorporated are intended to promulgate and reflect
a reliable and efficient procedural process that will ensure that the Superior Court
obtains the best available supplies, services, and property at minimum effective cost
to the government.
